According to their pricing bulk download requires at least the "Small Business" plan (£195 per month).
Therefore I assume that MOBAC is simply blocked.

To run gradle much simpler than Apache-ant as gradle contains the self-deploying scripts "gradlew". Just execute "gradlew.bat" respectively "./gradlew" and it will download everything automatically.
Afterwards you can execute

What you have read is still valid. MOBAC uses images as they are. The logic for performing a reprojection is very complex and beyond the scope of MOBAC.

The advantage of a vector based format is that you can change the render theme and therefore change what items are displayed or not and what color/style they appear. This is pretty complex for Mapsforge maps, read the Mapsforge Rendertheme page.

MOBAC can only output raster images. The Mapsforge MAP format uses vector data. Hence MOBAC will never be able to create Mapsforge MAP files. Just the other way round: MOBAC can consume MAP files and create raster images from it. As you have already posted the link to the Mapsforge download location...
